Parish Pastoral Council Guidelines
(revised October 2002)

The Parish Pastoral Council (PPC) assists, advises and cooperates with the priest(s) of the parish in sustaining and developing the Christian life of the community.

Membership
1. All meetings of the PPC are open, and all regular worshippers at St. Cuthbert’s are encouraged to attend.
2. The PPC consists of:

  • The Parish Priest as President, and any assistant priest(s) as Vice-President(s).
  • An elected Chairman and Vice-Chairman (who serve for 2 years).
  • A Secretary, appointed by the Parish Priest or the PPC.
  • A representative from each committee.
  • Other co-opted members as necessary.

3. The Chairman and Vice-Chairman will be elected by ballot (where necessary) and by a simple majority. The elections will be at the AGM, and all regular worshippers at St. Cuthbert’s are eligible for nomination.
4. If a vote is required on a particular matter, it will be

  • restricted to the elected officers and the committee representatives, or
  • an open vote for which all those attending the meeting are eligible.
The decision will depend on the subject under discussion, and be at the discretion of the Parish Priest.

 

Meetings
a) The Annual General Meeting (AGM) is held usually in May. The AGM includes reports to the parish from the PPC Chairman, all the Committees and other represented groups.
b) Ordinary meetings take place once a term. Items for the agenda should reach the secretary seven days before the meeting. At each meeting, there should be a report from each Committee and other represented groups.
c) Minutes of PPC, Committee and other group meetings should be taken and made available to the parish.

Committees
a) The Building Committee maintains parish buildings and develops premises and facilities.
b) The Finance Committee assists the Parish Priest in managing all parish finances.
c) The Liturgy and Music Committee encourages and supports full and active participation in the liturgies and prayer life of the church.
d) The Christian Formation Committee supports the regular worshippers of St. Cuthbert’s in their Christian Development.

Finance
Financial records are kept through the Finance Committee and the Parish Secretary. The records are audited at the end of the Financial Year (5th April) and the accounts presented to the AGM.

Alterations to Guidelines
Any alterations to these guidelines should be proposed in writing to the secretary 14 days before the meeting at which they are to be discussed.
